HOLMES expert, Legal Disclosure

After service with the Port of Dover Police, Bob joined Kent Constabulary in 1986. He served there until his retirement in 2012, holding the rank of Detective Constable. He is not only a highly experienced detective, he is an expert on HOLMES, Legal Disclosure, and Major Incident Room Standard Administrative Procedures (MIRSAP).

During his service with Kent, he was part of eighty HOLMES (Home Office Large Major Enquiry System) investigations. He became the lead trainer for Kent Police for HOLMES. He is able to provide support and advice on the original Holmes 1 system, and during his career with Kent Police, he was registered as an expert witness with the National Crime Faculty. He has deep connections with Unisys, the original designer firm for HOLMES, and has delivered training to many, including to law enforcement officers in Trinidad and Tobago. He is completely cognisant of the new capabilities of the latest version of the system and can train others to make even better use of its functionality.

Since moving on from Kent Police, he has been employed on complex enquiries into multiple deaths, including 5 years on the Hillsborough Investigation, and around 3 years on the Gosport War Memorial Hospital Investigation, both in the capacity of HOLMES Manager. The latter is currently being overseen by Kent and Essex Police.

He also has significant experience in Major Incident Room procedures. He has written manuals on HOLMES as well as literature on Legal Disclosure in complex enquiries. He has performed the role of case and disclosure officer on many Category A (serious and complex) murder enquiries.

He represented HM Constabulary on a one-year international Policing deployment to Bosnia Herzegovina, providing support and advice to local police forces relating to their restructure and development following the end of the conflict in this country.

Bob is highly literate on many other electronic systems.

He has various commendations and awards.

Currently he is vetted to SC level.
