Simon O'Brien

Simon was the Chair and Chief Executive of the Police Ombudsman Service for the Republic of Ireland. This is a Presidential appointment and one normally occupied by a High Court Judge. He oversaw and investigated public complaints with respect to the Irish Police Force and Security Service. He could also look into systemic behaviours and issues leading to repeated complaints. Prior to that he was the Deputy to the Chief Inspector of Policing in the Republic, ensuring the Garda Siochana were efficient and effective.

This all topped 32 years with London’s Metropolitan Police Service where he enjoyed a highly operational career, in both uniform and as an investigator. He was the top student on the six month 2007 Strategic Command Course, at Bramshill. He then successfully applied and was welcomed back to London Met' as a Commander (Assistant Chief Constable). At that time he had around 10,000 staff working over the eleven boroughs in north and east London with a budget of over £452m pa. He later took control of all uniform patrol across the Capital, moving the style and stance of service delivery forward for 6000 officers each day. This all came with London’s police 999 system that handled over 7m telephony contacts each year, along with a myriad of other communications. He also had overarching corporate matrix responsibilities for complex issues such as Stop and Search, Immigration, Human Trafficking, Asylum. Then national policy and practice of police activities in relation to Alcohol and other Licensing.

​For the past six years he has been an independent consultant working in fragile and conflicted affected areas of the Globe. He had long spells in northern Iraq leading up to the liberation of Mosul. Then extended time in Lebanon, assisting police, army and security services in strategic and tactical matters. Jordan next, working with the Royal Jordanian Police. He had shorter spells in Nigeria in very high risk regions in the north east, assisting the fight against Boko Haram. He is currently undertaking work assisting the National Detective Training School and improving the Central Forensic Laboratory in Nepal. He also has work to improve the Qatari response to forced labour, coming often from human trafficking. In this international domain Simon only works for official State overarching bodies such as UKFCO, the EU, and UN.
